Cracking the School Breakfast Code

Historically, participation in school lunch has been much higher than that in School Breakfast Programs even though students quality for free and reduced-price school meals through the same eligibility.

Nationally, schools provide about 57 low-income children breakfast for every 100 who participate in school lunch. Some causes of low breakfast participation include: lack of funding, equipment, staff, and students missing breakfast service times.

Food Research and Action Center (FRAC) identified several best practices to improve access to school breakfast, such as adjusting the time or place where breakfast is served, offering free breakfast to all students to reduce stigma, and enacting expansive and/or requiring high-poverty schools to offer universal free breakfast.
